About the Office
The Office of the Integrity Commissioner of Ontario was established in 1988 to encourage high standards of ethical conduct for Members of Provincial Parliament. The Office has established itself as an independent ethics leader, working to encourage and support high ethical standards that strengthen trust and confidence in the Ontario government.
As an Officer of the Legislative Assembly, the Integrity Commissioner is independent of government.
Over the years, the Integrity Commissioner’s responsibilities have grown to seven mandates, under five pieces of legislation.

Merger with Office of the Conflict of Interest Commissioner
In May 2019, the Office took on the responsibilities of the Office of the Conflict of Interest Commissioner. In this role, the Integrity Commissioner provides conflict of interest advice and direction to a broad range of public servants under the Public Service of Ontario Act, 2006.
Investigations
The Integrity Commissioner may investigate matters in the following circumstances:
- When one MPP believes that another MPP has breached the Members’ Integrity Act, 1994
- When anyone believes that there has been a breach of the Lobbyists Registration Act, 1998
- When a current or former member of the Ontario Public Services makes a disclosure of wrongdoing under the Public Service of Ontario Act, 2006
The Integrity Commissioner cannot investigate matters outside the jurisdiction of the Office.
Complaints from the public
The Commissioner can receive complaints from members of the public about alleged breaches of the Lobbyists Registration Act. Find out more here.
The Commissioner does not have jurisdiction to receive complaints from the public about alleged breaches in any of the other Office mandates.
